Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: (1) The FHEC implements institutional reviews within the first five years of it being registered under the FHEC’s requirements(2) The FHEC provides timely support in the training of institutions on the processes and its requirements (3)The FHEC implements programme reviews for registered programmes within the required timeframe to ensure the credibility and currency of the programme(s) offered. (4) The FHEC provides timely support in the training of institutions on the processes and its requirements.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: (1)The Vision of the FHEC is clear and is consistent with the nature of work . (2) The Mission statement is properly aligned to the expectations of stakeholders. (3) The Values stated are relevant to the nature of work and this is evident by the officers on how work is carried out. (4) The Philosophy statement is clear and is understood by all
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: (1) The profile of staff is consistent with its mission statement (2) Their roles and responsibilities are consistent with the expectations of the Commission
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: 1. The profile of the reviewers is well documented. 2. The profile of the reviewers is consistent with the Mission statement. 3. The recruitment process is consistent with the regulations of the Commission
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: (1) The FHEC exercises its autonomy in the judgements and recommendations of the FHEC’s reports. (2) Evidence of autonomy /independence of decisions in meeting reports.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: (1) Staff are adequately qualified and or experienced to deliver the services required. (2) There is a sufficient level of resources and are well documented. (3) For items not yet purchased, there is a detailed and acceptable acquisition plan. (4) There is sufficient IT support for all work processes
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: (1)There is a clear guideline in place for the external review of the agency. (2) There is a clear guideline in place for the external review of institutional educational performance. (3) The final reports are publicly available and includes SE report, site visits, public report and follow- up measure. (4) In the compilation of the EER institutional report, a process whereby consultation meeting is carried out to confirm factual data and agreed by both the reviewer(s) and the institution before the report is signed off.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: (1) The agency has a vigorous process to ensure alignment to QA policy and the expectations of the Commission. (2)Has an internal QA system in place that has strong evidence of leadership driven. (3) All members of the agency are well informed of the policy on QA and are trained to support a quality culture. (4)There is evidence of self-assessment reports with continuous improvement being monitored. (5) There is evidence that self-assessment is regularly done for continuous improvement. (6) There is evidence of internal feedback via interview or survey of staff and opinions from staff.

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
Proof of recognition as a Higher Education Institution: Applicable Only For Institutional Members
Proof of the organisation’s good standing with the local QA agency: Applicable Only For Institutional Members

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
