Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: Herat University is a public university functioning under the Ministry of Higher Education of Afghanistan established in 1988 in Herat, Western Afghanistan. Herat University has 16 faculties and 78 departments in areas of social science, natural science, and pure science, with 411 academic staff, 260 non-academic and around 15 thousand students.
Since 2012, quality assurance department and QA committee has been functioning conducting annual institutional self-assessment and submitting the reports to the Quality Assurance and Accreditation Department of MoHE. The QAAD is the only agency responsible to conduct external peer reviewing of all public and private higher education institutions and universities in Afghanistan. Herat University has submitted 5 self-assessment reports and has been peer reviewed by QAAD for 4 times. Herat University has been awarded the status of Center of Excellence for Quality Assurance – CEQA in 2015 by the MoHE and the British Council – PAL
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: The production of scientific achievements, the transfer of knowledge through education and its application to meet the needs of the society are among the basic objectives of Herat University. This will be achieved through the promotion and development of the quality management system of Herat University, and earning the mentioned objectives will elevate HU to the top position in the country.

As a higher education institution, Herat University has formulated its main goals in 4 main areas of research, teaching, knowledge application, and improvement of the management system of the institution.
1. Research and production of Knowledge,
2. Education and training of academic cadre,
3. Making knowledge and science applicable at university level,
4. Improvement, promotion and development of university management,
Each goal includes of several objectives (4 to 8 objectives) which are described in details in the Strategic Plan of the university
Herat University has developed these goals and objectives based on a SWOT analysis conducted for developing the strategic plan of the university. The strategic plan of Herat University is in line with the strategic plan of the Ministry of Higher Education of Afghanistan which has been approved by the ministry and will be funded for a 5 year implementation (2017-2021).

Measure: The profile of the staff is consistent with the Mission Statement
Description: To perform the above mentioned criteria (mission, goals and objectives) Herat University has its academic and administrative staff. There are 411 full time academic staff at Herat University with 256 administrative staff. For improvement and development of its services and the newly developed strategic plan, Herat University has proposed 158 new academic staff to be hired for the 16 faculties.
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: Herat University is being peer reviewed annually be the Quality Assurance and Accreditation Department of the MoHE, as the only national agency established under the MoHE in 2011 to review and accredit both public and private universities and higher education institutions in Afghanistan. The peer reviewers of the QAAD are professional reviewers who had been trained by international quality assurance and accreditation professionals inside and outside Afghanistan. Herat University has also introduced some academic staff to the QAAD to be trained as peer reviewers to review other universities as peer reviewers.
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: Herat University has two councils, including academic council and leadership council that all the decisions regarding academic and administrative activities are taken and followed in their systemized order. It is also mentionable that, 18 committees are ran by internal academic and professional staff of Herat University. The main purpose of councils and committees are to make sure that all the activities of the university are being pursued correctly and regularly according to the strategy of the university.
In addition, Herat University is the first governmental university in Afghanistan that has prepared the Institutional autonomy development plan it will be submitted to MoHE for approval.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: Herat University is a governmental organization therefor it is supported by the MOHE of Afghanistan. The following table illustrates the entire expenses which are provided by MOHE in the years 2015 and 2016.

These expenses include staff salaries, administrative expenses, academic expenses, night duties expenses, and daily-based expenses.
It is worth mentioning that Herat University has been supported by World Bank projects since 2007 and HU had spent more than 8 Million Dollars for capacity building programs, furniture, laboratories and construction as well.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: Herat University conduct self-assessment process annually using an official quality assurance framework with 11 criterial which has been developed by the Quality Assurance and Accreditation Department (QAAD) of the MoHE of Afghanistan. HU submit its self-assessment report to the QAAD which assigns a professional group of peer reviewers from other universities and the ministry to review the report and then visit the Herat University for observation and seeing the documents and evidences.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: Herat University uses the national quality assurance new framework consists of 11 main criteria and 59 sub-criteria for quality assurance in higher education institutions developed by the QAAD according to international standards for higher education institutions. The framework was revised in 2017 after being in place for 5 years since 2012 in Afghanistan. This new framework will be in place for 10 years in QAAD and MoHE and all universities and higher education institutions will use these criterial for self-assessment and also for reviewing the quality of the institutions all over Afghanistan.

Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
