The whole higher education sector in Pakistan is monitored, funded and regulated by the Higher Education Commission (HEC). The commission is responsible for review and monitoring of the all higher education institutions in the country to justify the public spending in the sector. It is the public money which is being given to all the public sector universities in the country to run their functions therefore, the accountability of this public spending has been included in the powers and functions of HEC to review the performance of the universiites.
HEC is also developing discipline wise accreditation councils to accredit the higher education programmes and to assure the quality in cross cutting areas of higher education. The accreditation council for computing education is working under the umbrella of HEC to accredit the all computer education programmes in the country. Similarly, the accreditation council for agriculture and all other disciplines are going to be established as per mandate of the HEC given by the government.
The monitoring teams of HEC are responsible for monitoring and review of the higher education institutions on regular basis. The details of the powers and functions of HEC are given in the document of HEC 's introduction attached herewith.

Business plan
A well-educated graduate is the fundamental building block of a knowledge-based economy. In this regards, key issues are the quality of education imparted to the graduate, and its relevance to the economy. The Higher Education Commission (HEC) has thus endeavored to identify intervention strategies that will assist Institutes of higher learning in providing an environment conducive to quality education. The faculty, the infrastructure and support provided to the faculty and students for teaching and research, and the efficiency of operation of university programs, define this environment. The issues of relevance are addressed by taking into consideration the direct or indirect links of the different disciplines to the current and future focus areas for development. It is necessary here that these focus areas are in harmony with the local and national industrial and social development plans.
In this paper we consider the future intervention strategies of the HEC and the respective implementation plans that will lead to improved quality of higher education, as well as, improved access to education, while laying the foundations of a strong knowledge-based economy. These interventions are directed in following five areas:
Faculty development,
Higher Education infrastructure development,
Focus area support,
Industrial linkages, and
Higher Education sector reforms.
The details of the next five year in functional terms is given in the document attached herewith.
