Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
The Commission on Higher Education (CHE) is responsible for Thailandâ??s higher education at both undergraduate and post graduate levels. CHE has the mandate and authority to manage and to promote delivery of higher education in terms of policy recommendations, higher education standards, higher education development planning and implement higher education monitoring, inspection and evaluation.
According to The National Education Act of 1999 CHE has a significant role in encouraging full-fledged quality assurance systems within all public and private higher education institutions, internal quality assurance, by providing policy guidelines, support for knowledge sharing activities, and implementing related international projects. Institutions must launch internal quality assurance as part of educational administration and run it continuously.
For reviewing quality assurance, there are process of reporting that institutions have to prepare an annual report self assessment report, and submitted them to the CHE. CHE will use them for the purposes of improving educational quality and standards and providing the basis for external quality assurance which will be carried out by office for National Education Standards and Quality Assessment (ONESQA)
Furthermore, CHE serves as a links with The ONESQA to ensure effective communication flow, mutual understanding and further actions for institutions development after external quality assessments had been completed.

CHE has the mission and authority to manage and to promote delivery of higher education with respect to the degree-granting institutions academic freedom and excellence. The mission is as follow.
(1) Formulate policy recommendations, higher education standards, higher education development planning and carrying out international cooperation on higher education,
(2) Devise criteria and guidelines for resources allocation, establishment of higher education institutions and community colleges and providing financial support,
(3) Coordinate and promote human resources development, to improve student capacity including handicapped, disadvantaged and gifted and talented students in higher education institutions and to coordinate and promote research activities that generate new body of knowledge for the support of the national development,
(4) Provide recommendation on the establishment, dissolve, amalgamation, upgrading and closing down of higher education institution and community college,
(5) Implement higher education monitoring, inspection, and evaluation as instructed by the CHE and to compile data and information on higher education,
(6) Serve as the Secretariat to the CHE/Board,
(7) Perform other functions prescribed by law as authorities and responsibilities of the CHE, and to carry out assignment instructed by the Minister of Education or the Council of Ministers.
According to the mission of CHE, higher education policies had been formulated to encourage effective higher education management as follows
(1) To develop quality of people both academically and professionally with skills necessary for the country, community, and local development. Higher education has to instill students to be intellectual, moralistic, ethical while having creative thinking and pursuing a life-long learning in order to build up competitiveness of the country.
(2) To formulate body of knowledge and local wisdom for capacity building and encourage research and innovation that support the country, community, and local development and to maintain economic, social and environmental stabilization. Higher education plays a significant role in solving the countryâ??s problem and crisis and also promoting Thailand as a regional hub for education.
(3) To build a solid foundation for the local and community development that encourages self reliance and responsibility and to be able to catch up with the changing of the world.
(4) To improve higher education administration system both at governmental and institutional levels that will allow more flexibility and efficiency and enhance quality of higher education and be able to cope with economic, social, political and technological changes. In addition, the private sector and communities are encouraged to play a greater role in the delivering of higher education.
In order to fulfill the mission and policies of quality assurance, CHE has taken the roles of promoting and reviewing quality assurance of Thai higher education as follow.
1. Making sure that institutions under its supervision establish a quality assurance system and that the IQA is regarded as part of educational administration, which must be continuous process. An annual report will have to be sent to the MUA, providing information on the QA implementation and recommendations especially in relation to required support from the MUA.
2. Continuing to facilitate and support the QA implementation at the faculty and institutional levels
3. Studying regional and international efforts on QA for the improvement of internal QA system
4. Conducting activities to promote awareness and to disseminate updated information
5. Serving as a link between the ONESQA and higher education institutions as well as other concerned agencies
6. Partnering with relevant national, regional and international bodies on QA

Criteria Requirements for Intermediate Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary education institutions or post-secondary quality assurance agencies
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency

Proof of the organisation’s good standing with the local QA agency

Criteria Requirements for Observer

Criterion For Observers:
Measure: APQN accepts as Observers organisations outside the Asia-Pacific region, including: external quality assurance agencies; institutions with a major interest in evaluation, accreditation and quality assurance in higher education; other regional networks that have major interests in and strong links with the region
