APQN President: Dr Antony Stella (Elected)
Dr Antony Stella is a Director at the Tertiary Education Quality and Standards Agency (TEQSA). Before moving to TEQSA, Dr Stella was an Audit Director and Director of International Operations at the Australian Universities Quality Agency (AUQA), where she contributed to AUQA's international outreach. She has led audits in Bahrain, Fiji and Mauritius, and facilitated the QA developments in emerging economies such as Cambodia, Vietnam and Timor Leste. In addition to carrying out audits, Dr Stella contributed extensively to AUQA's publication program, primarily through her thematic analyses of audit reports. She wrote the scoping survey reports on the QA arrangements of APEC economies and the Brisbane Communiqué signatories for the Australian Government.
Dr Stella has special interests in the quality assurance developments of India, having been a part of India's national QA developments, before she joined AUQA in 2005. She was one of the first team of senior officers recruited for the National Assessment and Accreditation Council (NAAC) in 1996, and had a significant role in enhancing its national acceptance and international visibility. While at AUQA, she was the instigator and leader of a major Australian- Indian inter-governmental project on transnational education, which resulted in a publication for all higher education institutions in both countries.
For the International Institute for Educational Planning of UNESCO, she has authored reports and training modules about external quality assurance. She has worked as a consultant in the Bangkok regional office of UNESCO, produced overviews for UNESCO of the quality assurance mechanisms of the Asia-Pacific region, and was a member of the UNESCO-OECD expert group that drafted guidelines for QA of cross-border education.
Dr Stella is the President of the Asia Pacific Quality Network, for which she has steered a number of projects. She is an elected Director of the Board of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE) and supports INQAAHE's projects on capacity development in small states and mutual recognition of quality agencies.
